Through a Dialing System ELCIRA strengthens communications between researchers and academics of Europe and Latin America

Calls through Videoconference Equipment’s with phone numbers as conventional telephony is the result of the High Quality Videoconference Service (HQVCS) carried out by the ELCIRA Project in order to enhance and promote the collaborative work between researchers and academics of institutions of Europe and Latin America.

The Service operates through Gatekeepers, that can be explain as virtual network switches that attend call requests from different points and route them to the dialed number which corresponds to another VC equipment. RedCLARA, the Latin-American Top Level Gatekeeper, connects the Gatekeepers of the Latin American National Networks to other international videoconference networks like eduCONF (Europe)

Briefly, the steps to join and use the HQVCS are as following:

If you are an end-user:

- How to use the Global dialing Scheme (GDS)

- If you are an institution with one or two endpoints (video terminals):

- Register room in SIVIC and certificate (here)
- Register with the gatekeeper of your NREN or the Latin-American public gatekeeper
- Start making calls using numbers

If you are an NREN/institution that has several VC endpoints in your domain:

- Define a numbering plan for your organization (here)
- Implement a Gatekeeper for your NREN or Institution (here)
- Request joining your GK to Latin American Top Level Gatekeeper managed by RedCLARA (here)
- Register on your Gatekeeper by setting up H.323 connection parameters on the settings of your Endpoint (here)
- Start making calls using numbers

How to dial?

After your endpoint is registered with a gatekeeper, you can dial to other endpoints or MCU rooms using just its number. You can consult the numbers in the VC network directories:

Latin-American directory
Europe directory

Furthermore, you can use the following test numbers to check your proper connecting to the VC network:
